Frustrated by Condo Board's Rental Restrictions

Why are condo board rules so restrictive? I'm perplexed by the rental restrictions that limit how much rent can increase. It feels like the condo bylaws are discriminating against renters, especially with certain guests not allowed and amenity restrictions. Can't we have a little flexibility?
