Upstairs neighbor stomping around at all hours - tips needed!

My upstairs neighbor is so loud at night that it sounds like they're running a marathon! It happens at all hours, especially on weekdays. I'm not sure if I should talk to them directly or file a complaint with the building management. Am I being unreasonable if I complain about this noise?
