Need advice on winter rentals in Etobicoke

Hi everyone! I'm relocating to Toronto in January and looking for a one-bedroom in Etobicoke. I've heard some landlords are offering winter incentives like a month's free rent. Is that common this time of year? Also, is $1900 too steep for the area? Thanks for your help!
