Upstairs neighbor's noise at 3am - need advice!

My upstairs neighbor sounds like they're bowling at 3am nearly every night, and it's disrupting my sleep. I've tried some polite conversation, but nothing changes. How do you deal with noisy neighbors? Anyone else dealing with this issue? What’s the move here?
