Dealing with Constant Noise in My Apartment

I'm really frustrated with the noise coming from my neighbors. The walls are so thin that I can hear every little thing, and street noise along with recent construction makes it unbearable. I've tried soundproofing, but it doesn't seem to help much. What are my options here?
