Can I negotiate rent down in Toronto's 2025 market?

I'm new to Toronto and hearing that the rental market in 2025 is shifting. With units sitting empty for weeks and no more bidding wars, is it reasonable to offer below asking rent? Can I negotiate a better deal in this soft market?
