Exploring pre-construction rentals: interested but cautious

I'm intrigued by the prospect of renting a pre-construction condo, but I have some reservations. What happens if there are construction delays? Also, I'm unclear if the advertised rent covers taxes and fees or if those are additional. Any insights would be appreciated!
