Noise from upstairs neighbor late at night - need suggestions

My upstairs neighbor seems to have no regard for noise levels at night. It feels like they're stomping around or bowling at 3am! I've tried talking to them, but it hasn’t helped. What’s the move here? Am I being unreasonable if I complain to the landlord?
