What's the deal with rents in the Beaches these days?

I’ve been looking at rentals in the Beaches and I’m curious about utility costs. Is it typical for rent to include water or heating in that area? I’ve heard it's a bit pricey, but the vibe by the lake is hard to resist. Anyone have insights on safety and amenities too?
