Unusual situation - need advice on potential landlord scam

I'm considering renting an apartment but the landlord only wants cash for the deposit and refuses to sign a lease. I've done some basic research but I'm not sure how to verify their legitimacy. Has anyone dealt with a similar situation? What steps should I take to protect myself?
