Can I legally withhold rent for necessary repairs?

I'm curious about my rights as a tenant in Toronto regarding rent withholding for repairs. If my landlord is unresponsive to urgent issues, am I within my legal rights to withhold rent or pay it into the Landlord and Tenant Board instead? What are the potential consequences?
