Why is rent $500 more in the same building?!

I can't believe the rent on basement apartments in Toronto is jumping by 30-50%! How can it be that I pay $1,200 in my current unit, yet the same size unit is now $1,700? It feels like there's a huge turnover rent spike! What's with this old vs new tenant pricing? It just doesn't seem fair!
