Is it normal to lose an apartment to a higher bid? Help!

I just lost another apartment because my offer wasn't high enough! Why does every landlord want sealed bids? It's so frustrating not knowing how much to offer. Is there a strategy here or are we all just guessing? This whole process feels so unfair!
