Lost another bid: How are people even paying over asking?

Just got outbid again on a decent place and this time it was by $300 over asking! Is this normal? I can't believe some tenants are offering over asking like it's nothing. How are people doing this? Feels like I’m competing in an auction every time. Anyone else feeling this frustration?
