Landlord wants to raise rent during winter - is it legal?

My landlord has informed me of a rent increase that would take effect in March 2026. I’ve heard that rent increases can be restricted during winter months. Has anyone navigated a similar situation? I’m unsure if this increase is legal and by what amount they’re allowed to raise it.
