Upstairs neighbor sounds like they're hosting a dance party at 2am

My upstairs neighbor has been stomping around at all hours, and it feels like I’m living under a nightclub. I've tried asking them to keep it down, but nothing seems to change. How do you deal with noise issues like this? What's the move here?
