Need advice on renting a basement apartment this winter

Hi everyone! I'm considering a basement apartment in East York and I'm worried about the legality, especially with window sizes and moisture issues. What should I look out for? Is $1800 a fair price for a 1-bedroom in that area? Any advice would be greatly appreciated!
