Is charging $75 for heating in winter normal?

My landlord is asking for an additional $75 charge each month just for heating during the winter. Is this normal practice in rental agreements, or should I be concerned? I’ve never rented before, and this feels a bit sketchy. Red flag or am I overthinking?
