Lost out again - how is this normal?

Just got outbid for another apartment. The landlord told me someone offered $300 over asking! How is that even possible? I'm feeling so stressed and defeated in this competition. Is everyone really paying those crazy amounts? Anyone else experiencing this? Need advice!
