Winter rental budget advice - what's included with utilities?

I'm currently looking for apartments around Leslieville and the beaches, but I'm unsure how utility costs work here. Are heating and water usually included in the rent? I'm eyeing a place for $2100, but I don't want to be blindsided by extra utility costs during the cold months.
