Landlord asking for first, last, AND deposit - is this normal?

I'm new to renting and my landlord wants first month's rent, last month's rent, and a damage deposit all upfront before moving in. I'm really confused if this is standard practice or if I should be worried about being taken advantage of. Is this legal? Red flag or am I overreacting?
